Subject: Information Regarding Discrimination Complaints
To: "maryeng1@gmail.com"

Good morning Ms. Eng,

This email is in response to the voicemail you left on the Auditor’s Office phone line; thank you for your call.

It sounds like you mentioned a few issues to address, so I will paraphrase the concerns I heard you raise and then provide some information. Wherever possible, I will include a contact as well as a link to the appropriate website.

Of course, feel free to follow up via phone or email if you have further questions or comments, or if you feel I did not address your concerns.

1.       Discrimination against people with disabilities.
The City of Portland has a contact for Civil Rights and ADA Complaints, and this sounds like you could be referring to Title II: “requires governmental agencies to provide appropriate accommodating of their services to people with disabilities including cognitive limitations”
Contact: Danielle Brooks
ADA Title II & Civil Rights Title VI Program Manager
503-823-2559 TTY: 503-823-6868

2.        Discriminate or unfair treatment of women as exhibited by a City official.
The Office of the Ombudsman may be able to help if you think a City bureau or office has treated you unfairly. You can file a complaint online, email the Ombudsman, call, or mail in person. In the website link below, you can see all this information, as well as a link to the Auditor’s OpenCity Tipline: http://www.portlandonline.com/auditor/index.cfm?c=26647

As per your discretion and choice, another avenue I would offer is calling or emailing the Mayor’s Office, if you’re comfortable. On the phone you mentioned that you felt the Mayor discriminated against women at City Council meetings because he used their first name instead of their surname, and you felt he cut off women prematurely when they testified.  I would offer a scenario in which the Mayor either did not intend or did not realize how his actions could be considered discriminatory or offensive. Again, it us completely up to you and your comfort level, but another possible avenue could be offering your insight to the Mayor’s Office directly, offering education and suggestions for change. The Mayor’s Office line is 503-823-4120, and email is mayorhales@portlandoregon.gov.

Again, feel free to contact me if you have any further questions or comments. Thank you again for your call this morning, and let me know if there’s anything I can do to be of assistance to you.

Best regards,
Maya
