Portland police captain Mark Kruger wants to be chief of police someday. But the Mark Kruger I know is a Nazi and a brute who inflicts pain simply for the perverse joy of doing so. Kruger wants handicapped children to be murdered, and much more. If Kruger ever makes chief, then God help us all.
My name is Bob Seaver. For over 20 years, I was Mark Kruger's close friend and confidant. Mark Kruger is a captain with the Portland Police Bureau, and I understand that Kruger is known to many here because of his years of brutalizing demonstrators on numerous occasions - and taking a perverse delight in causing pain to the people he hates. 

Kruger and I grew up together. We were both facinated with Nazism, Hitler and the Third Reich. We were also both very racist. I was pretty surprised when I learned that Kruger had been hired by the Portland police, because I knew what he was. And my view on the police is that they should be there for all of us, and have the ability to enforce the laws impartially and without bias. 

As the years went by, I began to change from being a racist and a stong sympathizer of Nazi ideology, into someone who was abhorred by those things. Try as I might, it just was not in my heart. And when I would see with my own eyes how the Portland police would beat innocent, defenseless people, it made me physically sick. And when I would hear Kruger telling me that whole segments of the Portland population should be executed and murdered, that the MAX trains should be turned into mobile killing units like the Nazi "Gas Vans" were during the Holocaust, and when Kruger told me that police officers should have the ability to beat people with canes (as is done in Singapore), except that no court should be involved - officers should be able to mete out punishment on the steets - I knew that Kruger's hatred, anger and callousness very likely knew no bounds.

I changed over time. But Kruger didn't change. I know Kruger didn't change because he had somehow lost any sort of empathy he may have felt towards people in general. I know that by the things he said to me, such as "human life is over valued." I knew that when Kruger (who was on duty) came to visit me at Shriners Hospital in Portland, where I was working as a security guard on the graveyard shift. 

At Shriners, Kruger shook his head as he looked around the hospital and I could tell that something was troubling him. When I asked him what was the matter, Kruger told me that all of the children there should be euthanized. Kruger went on to explain that it was such a waste to devote the hospital and all those resources to the handicapped. 

Hearing that broke my heart. Because a few days prior to Kruger's visit, a boy whom I'll call "David" was an in-patient at the hospital. David saw me walking past his room one night (as part of my security rounds) and he saw me wearing my Shriners security uniform. 

David asked is I was a cop, and I told him I was not. I explained what security was and what we did at Shriners. David was very impressed. And he really made an impression on me, as an earnest and bright young man. So I asked my wife to go to the Portland Police Museum, and she bought some PPB t shirts and some patches there, so that I could give them to David as a gift. 

I asked David's parents first and they were fine with me doing this. And you should have seen David's eyes light up when I gave him these things! Pretty cool stuff for a young man like that, especially one in a hospital and undergoing surgery. 

And then Kruger comes along and says that all the kids there should be murdered because they are worthless... it made me sick. And this is something right out of National Socialism, as the Nazis murdered children, the mentally ill, and others they considered "life not worthy of life" and "worthless eaters." I had told Kruger about David before this, and asked if Kruger would not mind if David came down to the parking lot so Kruger could show David his patrol car. But Kruger was not interested in that at all. 

This is the sort of person that Mark Kruger is. This man is now a captain on the Portland Police Bureau and he is assigned to Central Precinct. It does not seem to matter that Kruger is a Nazi, either. What a shame. And what a serious danger for all of us... 

Kruger told me himself that if any of his people were beating anybody, that he would not lift a finger to stop it. Kruger was a sergeant when he told me this. And now, Kruger is a captain - with far greater responsibilities and influnce.

I called myself "Someone" and my post was called "Business as usual, I'm afraid... ." I made a number of comments related to the James Chasse case in my post, that have sadly, so far all come true. 

One of the reasons that things do not change at PPB is because of the particular "police culture" that is so entrenched there. The public can be brutalized and innocent people can die, over and over again. But things really never change. Read the post (linked above) and you will see why. 

The police culture, which holds that one never come forward with the truth, that strives to maintain the status quo, and that allows the things that have happened to Jose Mejia Poot, Kendra James, James Jahar Perez, Dickie Dow, James Chasse, and countless others - such a culture cannot exist without support. And it is people like Kruger - and especially Kruger himself - that perpetuate the culture to exist. 

The devaluation of human life. The awful sickness of ruthless violence. I have seen it first hand. I was also employed by the Multnomah County District Attorney's Office for about 9 years, first as a records clerk and later working my way up. In my last few years at the DA's Office, I worked on a number of very sensitive and high profile cases (including murder case with a possible death penality for the defendant) as an integral part of the investigative team. My father was also a detective with PPB and retired after 29 years there. So there is quite a bit that I know about PPB and had access to, including PPB Internal Affairs records for some very high profile matters. 

When my Nazi past with Kruger came out in the media, I came clean. Because I am not a Nazi or a racist anymore. On my own, I went to attorney Alan Graf, gave affidavits, and I testified against Kruger in a deposition. Kruger was sitting right across the table from me at the time, a man whom I had known for over 20 years and was my best friend. It tore my heart out. And yet, I could have done nothing less. For I knew what Kruger was. And if one keeps silent, to me they are just as guilty. 

I came forward then, and I have come forward again now. Because Kruger keeps on getting promoted. Because Kruger's friends and PPB keep lying to cover for him. Because James Chasse was beaten to death and no one is being held accountable. Because Jose Mejia Poot did not have to die. Because the police culture is allowing all this to happen, and if unchecked - will continue to do so. 

Sadly, I can guarantee all of you that James Chasse is not the last victim. There will be others and it is only a matter of time. And it is through apathy, and silence, that the Krugers of the world go about their business in the shadows. They are accountable to no one. 

Meanwhile, Kruger never was honest about being a racist and a Nazi, as I was. I had hoped that Kruger would admit his mistakes, try to learn from them, and hopefully seek counseling. But none of that happened. Instead, Kruger denied everything except what he was forced to admit to because it was more than my word - things like his failing the LAPD background check because Kruger had stolen ordinance from the military; ordering a photo from the Oregonian that showed Kruger about to grab a woman demonstrator by the face (!), so that he could have it framed and put over his desk at the Traffic Division; Kruger's getting married at Berchtesgaden, Germany - near where Adolf Hitler had his personal residence and also governened from; Kruger's extensive collection (thousands upon thousands of dollars worth) of Nazi memorabilia, reproduction Nazi army and SS uniforms that Kruger would dress up in, and a fully automatic, Nazi MP-40 machine gun, and on and on...

I made a post to this thread as well ("This is important," my name was "Some 1."). For those of you eager to defend Kruger as nothing but a WWII reenactor, well read what I posted in that thread. You people are morally bankrupt in my eyes. The Nazi army, navy and air force were just as responsible for the Holocaust as the SS was. Without the Nazi German military, the SS could never have succeeded in murdering millions of people. And that is a fact.

The time for silence, for apathy, has got to come to an end NOW. Kruger told me numerous times that his avowed goal was to one day become chief of the Portland police.
