(i copied the text bars from the ombuds complaint form in addition to forwarding original email. i apologize in advance for the chaotic nature of these texts.)

(the mayor's discrimination against me crosses into areas of disability beyond gender. As an activist, i am extremely public about rape and violence i have experienced. For that reason the Mayor Hales knows that i have ADA rights in addition to Civil Rights pertaining to equal access for persons perceived to be female or LGBT.

Mayor Hales wanton abuse of me is especially difficult for my PTSD, and it is very difficult to hold my ground, when he uses my disability and gender as excuses to abuse me, publicly on the public record.

he is effectively chilling free speech and discriminating against women who publicly identify as rape and assault survivors, by treating me in such an openly hostile tone it triggers my fight or flight response.  i have avoided council for his making fun of my PSU rape crisis presentation in 2013 and for other instances of discrimination in which he bullies, interrupts, condescends, and steals my speaking time.

numerous times i have wanted to speak at council, i cannot bring myself to face his open hostility towards me and other activists.  even so, some male activists with similar views as me, he treats with an entirely elevated level of respect.  this gender difference in his treatment hurts.

i believe his bullying of Joe Walsh falls into his pattern of age and disability abuse as Walsh's PTSD from vietnam, and numerous health problems make his participation difficult, being heckled and harassed and punitized by the mayor, shows the mayor's intent to pick on women, disabled, and frail elders who deserve respect.

Mayor Hales has attended ADA events in which i speak about these personal issues and needs for accommodation, but in practice, he bullies me, knowing my PTSD is so severe, that i feel bullied out of public participation.)

he has repeatedly reduced or eliminated my speaking rights, either cutting my time limit in half, or restricted my speaking rights from items.  when queried fritz and i pleaded with the city atty for this breach of procedure.

he condescendingly interrupts, uses my first name, denies me speaking time.

on april 23 after repeated interruptions and theft of 1 minute of my speaking time, i was allowed to speak only 1.5 minutes when others got the full 3 minutes and even 4 minutes.

i do not consent to being condescendingly referred to as mary, when other persons are referred to by their formal last names.

i have never once referred to him as "charlie" and the sentiment is not mutual. we are not friends or chummy and the implications of his disrespectful form of address are offensive and embarrassing to me.

i publicly asked "if you'll stop interrupting me sir" in front of all council wed. april 23 2015. they are aware of the problem.

i have challenged the mayor's interrupting of me in 2013 and 2014 as well.

city atty tracey reeve was consulted on his eliminating my rt to speak.

he has also rescheduled my speaking slot without notifying me in an attempt to prevent me speaking.  i was logging on to the website discovering at 3am that he had moved the speaking date to the next morning.  this was august 2013. i believed this was done without notifying me to eliminate my testifying.

remedy:

public apology. end pattern of ongoing violations. cease interrupting citizen testimony which he has done frequently to me. end unequal use of first names to feminize opponents he is in the process of denying access.

apology. resignation. compensation to all victims of his civil rights violations including the case of the banning of joe walsh's testimony and presence at council in violation of first amendment, oregon public meetings law, and public decency.

Mayor Hales used similar tactics of pejorative informality in calling joe walsh "joe"  Joe Walsh has repeatedly expressed that Mr. Walsh has not consented to the degrading informality.

the mayor's use of Improper Informality in Naming members of the public is extremely disrespectful.

i do not consent to be called "Mary" when the Mayor is addressing me, especially when he is using the feminine first name to repeatedly interrupt my testimony and speak in his condescending tone of voice at me..

I prefer to be called "Eng" without any genderizing title.

i do not like the name mary, and feel that it does not capture my gender identity.  i feel very hurt the the Mayor interrupts women or persons perceived as women at an unequal rate to his rudeness to other men.

Other activists have brought to my attention his discriminatory informality in salutations he applies to members of the public he seeks to censor, marginalize, discredit, or gag.

this use of first names is demeaning and is performed unequally as a disrespectful gesture by the Mayor when he seeks to INFANTILIZE serious members of the public with serious concerns.

The mayor's increasingly abusive behavior in the City Hall chamber is a disgrace to the city.

if the mayor is tired of working, he should resign, and stop resorting to abusing citizens as a stress relief.

In the future i look forward to being addressed as ENG and do hope some of the Mayor's legal counsel or PR people can help him wrap his head around the need for cvility and the appearance of good manners.

He ridiculed me and homeless Advocate Lightning as "outlandish" to the Oregonian on his first day in office.

This snide and cruelly condescending red flag---alerted to me to his bad manners.

his disgraceful treatment of citizens violates the spirit of open meetings laws, and serves as a deterrent to civic engagement.

it is my belief that his open hostility is premeditated and issued to eliminate civic oversight of his plundering of the treasury and corporate opportunities.

he is making us feel unwelcome with his open hostility.

please share this information widely, or with city attys who may be able to talk some sense into him, or brief him on the necessity of non-harassment and discrimination laws.
