Mayor cuts Joe off around minute 5 in this bootleg. three items condensed in one speaking chance meant Joe's 9 minutes were condensed into three, and then stolen by Fish and Fritz who talked during Joe's already speaking time.
Mayor has tried to reduce my speaking rights on item, by item. this in itself, is an unfair abridgment of our rights. So when the Mayor interrupts Joe, without even giving him his full three minutes, of which six have been stolen, by the items consolidation, it's clear the Mayor is out of order. Hence Fish's startled face.
