Cc:Katie,Thank you for reaching out to me with this question. PPB’s preference is that groups request permits from the City of Portland prior to their event. This helps PPB and the City schedule appropriate resources; traffic control officers for safety, notify Tri-Met for possible MAX and bus delays (so they can inform their ridership), bridge tenders for possible delays in schedule bridge lifts (unscheduled inability to lift bridges can hamper river traffic), etc.Having the ability to coordinate with groups prior to the event (the permit process) helps the functioning of the city, movement of residents throughout the city, and safety of all participants much easier to manage than issuing a permit without prior notification.That said, I have given my officers the ability to issue a last minute permit in order to enable groups to lawfully move about on the streets.
