I called today to find the proper channel for voicing concerns about a HUD employee in the Portland Office, Katie Houle.

I spoke to Richard Navarro who said he would write info down and forward tot he Portland field manager.

i missed some details which i try to fill in here:

This weekend i became privy to information about Katie Houle threatening a disabled person whom she stalks at his Cascadia housing benefit for mental illness.

I believe she is violating his right to fair ADA housing and time and safety.

He has chosen not to call law enforcement out of fear, but to tell me the details.

I was aware of a June 2016 suicide attempt where Katie Houle uses a large knife in the kitchen to threaten suicide and challenge him to wrestle the knife from her hands.

Suicide threats were also occurring in February 2017.

On April 15, 2017, approximately 3 am, she told him she would shoot him. To his knowledge she does not carry a gun.
1:48 pm that day, after he secretly tells me this on the phone, he texts "she is threatening to kill me again."  i call him immediately.

she then scolds me online for calling him.

She also told him she would punch herself in the face, and lie to police and falsify a police report saying he assaulted her, and that cops will always believe a woman.

She then made or pretended to make a call on her cell phone saying, he has a gun and is going to shoot me. He tells me he does not have a gun.

He is concerned her screaming at him will endanger his low-income housing, which is disability housing benefit.

I suggested a HUD worker of all people, should not intrude on a disabled person's lease.

i sent to her a copy of Disabled Abuse Prevention Act oregon revised statute.

She permanently squats his place and he complains to me.

The previous suicide overtures were very concerning, and i have been worried for some time.
Now that the suicide overtures have escalated to murder threats, i am even more concerned.

recently in late february/early march she threatened to kidnap him via her friends and have him killed.

I understand all parties are reluctant to call law enforcement.

He tells me he allows this to continue out of fear she will take her life.
I am concerned she may commit suicide at his place in such a way to incriminate or frame him.

Katie Houle's dad just died, and believe she may need medical leave, alcohol treatment, and some kind of care, to intercept this behavior.

She may be attempting to break off the arrangement, having "broken up" repeatedly with this person.
It is my understanding that an Animal Control call may also be in order as she has been bitten numerous times by his rabid dog.

He takes her stalking intrusions to put her at a fair risk for dog bite.
i believe it is out of the range of his mental health to reduce his liability for Dog Bite.
she continues to return to his home where the dog attacks her.

she has sent me many jpegs of the dog bites.

I personally took her to the doctor for antibiotics when she was concealing the source of her injury.
A heavy amount of marijuana is essential to this dysfunctional situation.
She also drinks to excess to the point of wetting his bed, multiple times.

She has destroyed his property when throwing a can of coke in his face drunkenly.
she has not replaced the bed she repeatedly urinates in while drunk.

after she tried to intimidate me online in a private chat on twitter, i have unfollowed her.
I have also publicly asked her to stop death threatening him.

She has hinted that he has done and said bad things.
I do not know if there is physical abuse.
he is verbally unhinged.
I do know i saw bruises on her arm last summer consistent with a man's tight grasp on her arm.
She told me the bruising was from his out of control dog.

i don't care if she hates me for crying to HUD personnel or HR.
It is my concern that all federal employees are safe and supported through family crises, mental health emergencies, and medical events.

It is my greatest hope that she survives this incident, and stops inducing terror.
He claims to be suffering nightmares due to her emotional abuse.

it is now affecting my life, as he reaches out to me.
I have provided info to call to safety hotline and multnomah county crisis to him.
I do not feel safe communicating with her, and do not want to become the target of her death threats.
