You have that all wrong the person who is incompetent is Kruger. He tried every chance he could to try to make her look bad, constantly screaming and belittling her every chance he could and would even hold his hand in front of her face. He has a track record a mile long of abuse and most of the public cannot stand him, the city had to pay a million dollars in lawsuits and you call that normal. Nazi Kruger made a name for himself by his antics. The truth will prevail once this goes to the courts and It does not mean the Portland Police City Board. His last stunt was uncalled for highlighting the article and writing her name on the letter shows that he does not have a sound mind, he is not the sharpest pencil n the box.

Galvan was an incompetent and is now trying to shift the blame to Kruger to cover up the fact she was promoted but couldn't handle the position. Kruger is an easier target than Reese. Max are you paid to write these? If so then derdge up the truth not the easiest story. This isn't reporting. This is cooking up some rehash of old news.
Avatar for vwoolf
Well, maybe you should read up since you seem completely ignorant of the facts. Galvan wasn't "fired" as you state below. She is on paid leave. If you don't even know that much why would you expect us to believe your "inside" information about her not "handling" her promotion? And, sorry, but Reece has not gotten any passes on his complete disregard of public opinion regarding the ineptitude and waste of respect and taxpayer money on these two bullies...Wyatt and Kruger. Look at the pictures if you can't read the text. Galvin was notified by those passing his door. How do you think all those employees feel? They could be next or .... "MORE POWER TO YA, Kruger"? What a joke Reece's leadership looks to us who pay him.
Avatar for 123originator
Way past time time to get rid of Kruger...Galvan should sue the city, Kruger and Reese...
Avatar for borealis
Agree time to get rid of Kruger, rumors have it that he is up for a promotion as Commander, figures the more abusive and stunts he pulls he gets rewarded for his behavior. It sure is a waste of our tax dollars at work , doesn't it make one feel safe to know that he roams our streets to keep us safe, I think not.
Avatar for PSEUDO
Do we have a childish version of Peyton Place going on in our Police Bureau? With some other unhealthful nuances, perhaps... My gosh, the hits just keep on coming from all directions...
Avatar for swg777
Maxine, don't you have anything better to do? This is a non-story. Somebody being proud and vindicated over their exoneration is a natural reaction. If this is why you get the big bucks then you need a pay cut.
Avatar for borealis
These remarks sound like its coming from Kruger if ever was, Maxine is doing her job and to inform the public what is going on, I would say this is definitely not a non story, what Kruger did was very wrong and should be held for his actions. What will Kruger do next? Maybe place it on a billboard and the Portland Police would probably do nothing. Nazi Kruger has shown his colors time and time again, he is a very vindictive person and will stop at nothing to get his way. His actions as you mention are not normal but of course being a Nazi is not the norm.
Avatar for WillametteDredge
Maxine hasn't even scratched the surface of the truth. Galvan got a promotion she shouldn't have received and when she failed at it she sued the easiest target she could find.

While these idiots continue with their pathetic soap opera a Meth dealer is selling his junk on the city streets.

Reminder: Dr. David Cory, lauded genius of the workings of the inner mind, Zen master and indisputable judge of measuring character in mere mortals, a veritable human seismograph, able to detect even the slightest cracks in the orb of a person's ethics and morals...well, he signed off on this dink. The citizens should demand a refund.
Avatar for PPBtoilet
Back in his hire date, the City of Portland new hires were analyzed by a clinical psychiatrist named Dr Howard Deitch in NW Portland. Maybe he was LOW BID. One can assume that Kruger new how to play the doctor's head game because he failed so many other backgrounds at other surrounding agencies and therein always some,yu
Avatar for PPBtoilet
AND there's always truth to every rumor.
Avatar for WillametteDredge
There is never truth to rumors started by people with the word toilet in their name. LOL.
Avatar for alrsa
What an embarrassment for the PPB and all of Portland. IF Kruger posted that letter and wrote the name in red, he should have been fired on the spot - which is probably exactly what he wants. He's a Captain but is acting like a child. Chief Reese is weak, but Charlie Hales is not. Charlie, get in there and clean up this mess.
Avatar for oldgal
Firing someone that high up in the ranks is not as easy as one would think. Undoubtedly, he's working up some sort of "deal" that will hold the city of Portland and ultimately you tax payers hostage. Stay tuned.
Avatar for vwoolf
As usual. Prolly be "demoted" to Reece's office on "special projects." He and Wyatt will find a way to get overtime covering for each others' "special projects" while they write up their suits. Meantime, they will stay in the "union" cuz they never "supervised". And that idiot union will support their sexist, stupid Naze rear-ends. You would think, with the public watching their every move, Reece would be embarassed as hell.
Avatar for WillametteDredge
The man defends himself and we all jump on him for that. Maybe Galvan was fired for being totally unable to handle the Lt. position? Just maybe......
Avatar for borealis
How much longer is the Portland Police Bureau going to put up with his abusive and corrupted behavior, the more he dishes out the bureau seems to enjoy it as no actions are ever taken. It seems like it stops at Chief Reese desk and goes no where, makes one wonder if he is also part of the clan.
Avatar for PPBtoilet
They say that behind every good man is a good woman. So then can you say that behind every arrogant man is an ignorant woman? Scary to think about what goes on behind closed doors with this guy. Tweedle Dee (Reese) better handle Tweedle Dum (Kruger). How much longer must the city pay for this guy's poor judgment. Already over one-million dollars to plaintiffs for civil rights violations and excessive force lawsuits. Now how much more will they pay for this fool's stupidity and his thoughts that he's untouchable?
Avatar for Ziggy Ratfield
The best thing about having SS Hauptsturmführer Kruger on the force ? It gives weight to conspiracy theories about the Nazi takeover of America !
Avatar for fredbox
The ruling class definitely has fascist leanings. See the domestic combat infantry completely shutting down Boston recently for an example.
Avatar for alrsa
They actually did what they needed to do to capture a terrorist. Job well done - and I'm certainly not a fascist ruling class. But that scumbag needed to be captured. Nothing to do with this topic.
Avatar for Ziggy Ratfield
similar actions happened in New Orleans after Hurricane Katrina. guardsmen and army regulars kicking in doors and evicting people from their homes at gunpoint. justified, of course, as in the name of public safety.
Avatar for ohreallyfactor
Well, now Herr Kruger has really done it. Reese is completely in a corner on this now. There's only one other choice for Reese in dealing with Kruger. Reese is going to resign and try to appoint Kruger as the new Chief.
Avatar for jim9953
I don't much care for the guy or Nazis. That said, so what if he is a Nazi? It would be a personal thing for him and would have nothing to do with his job. So much for diversity in Portland.
Avatar for jjj
Only IF it were absolutely a personal thing completely separate from his official duties. No human can turn personality traits on and off every day for life.
Avatar for jim9953
If said personality traits didn't interfere with the job, then there should be no problem. Everybody has different personality traits, some you like, some you don't and that shouldn't matter.
Avatar for Mmeiko264
jim, so if kreuger donned white robes on his days off and burned a cross as long as it did not affect him professionally it would be OK with you?
Avatar for jim9953
He is still free to practice what ever he wants on his free time. Why should his personal beliefs matter? How would you feel if you were told how to act on your personal time?
Avatar for jim9953
Mmeiko, So what if he wanted to march down the street wearing a white robe and hood? What would you suggest should happen if he did? Should he get arested? beat up? fired? You tell me.
Avatar for jjj
At what point does he fail the basic qualifications and a law enforcement officer and lack the faith and confidence of the courts to be able to testify on cases? All of this material is in the public record for any defending attorney to use.
Avatar for couv
This is what happens when you hire a police force based purely on having a college degree. Sure you can write a report, but you end up not understanding how folks, mostly lower income operate, leading to to many officers overreacting to what they perceive as a dangerous situation.
Avatar for fredbox
As a captain I doubt he's involved in the nitty-gritty of many criminal cases.
Avatar for Lawbandit
I'm waiting for the PPB command staff to show up in the circus car with big floppy shoes, blue rubber noses, and Chief Reese in a Bonzo whig. Holding onto a gigantic billy club with the name "Rosie" inscribed on the side.
Avatar for Lawbandit
....followed by the shrill chatter of a Chimp from behind Kruger's door.
Avatar for IamObservin
Only in public service can adults behave as adolescents, get paid time off to "recover" from their wounds and then sue for "damages".
Avatar for porsadgai
To clarify: only if you're a cop or a upper level management position. The teacher's aides don't get that. Nor does the road crew.
Avatar for NEPguy
Is this a joke. Congrats to Officer Galvan on her fully taxpayer funded retirement. This will settle out or she'll win a massive jury verdict - my guess is on the former. As for Capt. Kruger, how in the heck is he still employed? Nazi sympathizer, judgment of a spurned 14 year old, it would be funny if he weren't in a position of public trust and/or a huge taxpayer liability since we get to pay the settlement for his idiocy. Moron Chief Reese needs to go, as does anyone in PPB involved in this sideshow
Avatar for WillametteDredge
Galvan should have never been assigned under Kruger Either is was a huge oversight that is unless PPB did it on purpose. Then the next thing would be to ask ourselves the million dollar question. Was it to punish Galvan or torment Kruger? It must be a conspiracy. It just must be.............. East Precinct Rocks.............................. LOL.
Avatar for porsadgai
"IF" they did it on purpose...???? hahaha The the Machiavellian management world of the city's cops NOTHING is simple chance. In particular not assignments and chain of command structures. They know how to get rid of those who "don't fit in", for whatever twisted reason that may be. Case in point: Kruger has a job.
Avatar for JustAsISeeIt
I remember being totally blown away by this story before. Truthfully, I had forgotten about it but assumed he was gone. And the whole time he's been working there and commanding people? If whatever "rules" the Police Bureau needs to follow don't allow them to send him on his way - now - then those rules need to be changed. This is frightening - and embarrassing.
Avatar for No, YOU are the terrorist
Anyone who thinks Kruger is not a Nazi should look up the statements by Bob Seaver, or the people who have worked next to Kruger. Then, look at Kruger's history. He's a Nazi who will march you off to the gas chamber and laugh at it.
Avatar for O_man
Look, just because Kruger worships Nazis doesn't mean he IS one, OK? And what's so weird about someone going around building memorials to Nazi soldiers here in the USA? I think building memorials to the Viet Cong and perhaps to the people who sent planes into the WTC--you know: other sworn enemies against who Americans have fought, and some died--would also be completely OK. And I think it's completely compatible with a professional police force to keep this sort of person among their ranks and, indeed, to promote him to high rank. So what if he can't control retaliatory and intimidating behavior while in a leadership position? This sets a great example of leadership and he is a great inspiration for a community-serving police department.
Avatar for No, YOU are the terrorist
Dude - there's a huge difference between the Taliban, the Vietcon, and the Nazis. If you can't recognize that, you're a moron. This guy once wrote that he wanted to euthanize the children at the Doernbecher Children's hospital. That’s fundamentally different than thinking Capitalism is wrong or thinking that girls shouldn’t go to school.
Avatar for JustAsISeeIt
Dude, I'm pretty sure he was kidding. He had to be kidding, right?
Avatar for Disclaimer
uh, I'm pretty sure that was sarcasm there...
Avatar for fredbox
It's highly inappropriate sarcasm for an officer of the law.
Avatar for O_man
Right. That should be obvious to anyone not foaming at the mouth.

Weak, scared little personalities pretend they are tough as a DEFENSE MECHANISM. They put on a tough uniform, wear a shiny badge, lots of bright decorations, bold accessory belt filled with pepper spray, taser, baton and a GUN. BATTLESHIP COP!! When somebody penetrates their "I'm tough" veneer, and they lose it. Having said all that, it's not easy being them. It's not easy running for emotional cover even when it's not necessary. And it's not easy dealing with all the dumb mistakes they make. They need psychotherapy. Not managerial discretion.
Avatar for No, YOU are the terrorist
Captain Kruger is literally a Nazi. Not analogy or hyperbole: he's a Nazi. He built shrines to Nazis, he dresses like a Nazi, and he praises Nazis. Then he conspired to hide all the evidence of his Nazism with the same body of people who are in charge of police oversight. No tears for dead Nazis. Does anyone want to defend this guy? No. Only the other Nazis on the force, and it’s pretty obvious that Kruger isn’t the only Nazi.
Avatar for JustAsISeeIt
..and he has "not liked a book since he read 'Mein Kamph'."

So immature and ridiculous. Gosh, I wish I could make $90,000 and be an idiot like this.
Avatar for Gatone
This clown needs to go.
Avatar for Mmeiko264
Sounds like the ENTIRE PPB needs to go. Start over again, hire PROFESSIONALS and do the danged job they were hired to do, ENFORCING THE LAW.
Avatar for fredbox
Agreed. OSP seems like a professional force, they should take over until the city can rebuild a new department.
Avatar for Mmeiko264
Good lord, these people are police officers? Arent they supposed to be adults? PPB should be a shining example of how NOT to run a police department. If I was a Portland police officer, I would be ashamed to admit it, in fact I would tell my kids to tell their friends I am a used car salesman.
Avatar for DragonBizDown
Another good reason not to live in the City of Portland! This guy is dangerous and should be fired immediately. Get on it Reece!
Avatar for peterbuilt
The guy is a bully who retaliated against somebody who investigated him. Why he got promoted is just another example of the amazing stupidity by command at PPB. Surprised he hasn't been shipped to the Hate Crimes Unit considering the Chief thought his sex harassing Lt. would be a good fit for the Sex Crimes Unit. Of all the Chiefs in PPB, the current one seems the most corrupt, most into cronyism, most good ol' boy. After all, didn't he get the job for no other reason than being the previous mayor's friend?
