Please provide examples of discriminatory treatment.March 9 'Clatsop Community Action" gave me a clothing voucher for "LiFEBoat Services." i told them i a need them to advocate for me, because osarch orak at Lifeboat discriminates against me. they refuse to advocate for my voucher to be filled. i asked them to call Lifeboat and ask that Lifeboat stop discriminating. they refuse, so i seek assistance with another agency for domestic violence support, "The Harbor." September 27 i call Clatsop Community Action and ask them to call Lifeboat, to help get medication to my partner recently diagnosed with heart failure. Due to Lifeboat discriminating against me, i am afraid to go anywhere near Lifeboat, Clatsop Community Action tells me, they cannot call Lifeboat to ask the client to come get the medication. CCA worker "Chris" states that Lifeboat is their "Community Partner" and it would be a "conflict of interest" to help me locate my partner by calling over there on our behalf. I try to explain that this is a life-threatening situation, and that denial of my partner's access to caregiving or medication, is dangerous to his health. i state disbelief that CCA still calls Lifeboat a community partner, when for over a year i have reported to them that Lifeboat director sexually harasses and discriminates against women and the disabled and treat clients in an aggressive way. i explain that on Friday 9-22-23 i heard that osarch orak is bullying a vulnerable crime victim female by calling her a "RAT" to deter her participation in reporting abuse, and to frighten her that he will cut off her food source, as he has to so many other vulnerable people he targets for retaliation by denying them food and resources. on one time trying to report the abusive situation at Lifeboat to CCA, susan prettyman said she "didn't want to know" about osarch orak's criminal history regarding carrying a firearm as a felon on a burglary, or dealing meth, even though it directly correlates with his abusive present day pattern of hostility to his clients. a client explained to chris, susan prettyman, annie, and several other workers at CCA she would kill herself if osarch orak kicked her out. the client expressed disbelief that CCA would not act on mandatory reporter status and report the abuse that occurs at Lifeboat. after my BOLI report on Lifeboat became public knowledge, CCA worker chris made a comment about "if you think we are violating your civil rights" and i realized she was concerned i would report CCA for collaborating in covering up the abuse at Lifeboat. i perceived CCA to treat me with perceptible tension, due to the fact that they issued me the clothing voucher for Lifeboat which Lifeboat refuses to fulfill, due to me reporting osarch orak sexually harassing clients by asking them to "suck on his blue balls" and they know osarch orak has a pattern of threatening me with false charges to punish me for reporting his abuse. i left a message for Vivianna Mathews, the director of CCA to tell her i find it offensive that CCA still promotes the program "meals on Wheels" in Seaside, despite the program "nutrition coordinator" sexually attacking me in 2017. i explain i wrongfully trusted him, when he tried to offer me opportunities there, and that his assault had caused me long-lasting grief and stress. on another occasion when i try to explain how hurtful it is to see CCA promoting a program by a man who sexually attacked you, they made equivocating statements about why they promote programs without vetting the quality, or taking concern for impacts of trauma experienced by victims of abusive people in social services industries. many homeless people i speak to discuss the way CCA itself has a hostile attitude towards people seeking assistance. i try to give them a pep talk, explaining how to navigate the rudeness at CCA, and keep asking questions until you find the info about resources you need. i later explain to CCA that osarch orak became abusive to me and "The Harbor" advocate on the speaker phone, regarding his refusal to fulfill the CCA granted clothing voucher. i explain that his aggression was so disturbing i recorded it for the BOLI investigation of Lifeboat, but that osarch orak was now trying to prosecute me for a perfectly legal one party recording of him verbally abuse me on the telephone. the officer he reported to is kenny hansen, whose picture was on the wall at CCA as the "homeless liaison". it is my understanding Officer Hansen discouraged me from reporting, but eventually interviewed the Meals on Wheels sexual attacker chris duffy, trying to assist him avoid prosecution, despite the conflict of interest to protect "program partners" promoted by CCA. Officer Hansen then sought to treat me as if i had done a criminal act, when ORS 165.540 clearly states one party consent recording of telephone calls is legal in Oregon, and that i did so for the investigator at BOLI, and to stop the pattern of abuse from Osarh Orak on vulnerable women and homeless people. Other avenues, such as complaining to CCA with other witnessers of abuse, were fruitless, as CCA continued to practice a laissez faire tolerance of Osarch Orak's discriminatory and hostile treatment of his clients. Osarch Orak actively tells local businesses not to call police but to call him instead, about problematic behavior from his clients. CCA refused to advocate for their clients, or uphold ADA discrimination at the Lifeboat facility, or make appropriate reports when violent assaults occurred there. CCA worker Cheryl Paul, previously worked for Lifeboat when dba "Beacon Clubhouse" and may have a conflict of interest to conceal wrongdoing. Many people in the community i believe were deceived into wishful thinking about osarch orak's abuse towards the clients, and sought to repeatedly downplay the violent acts, the misogyny, and dangerous activities including drug dealing, and theft of disabled people's money and resources at Lifeboat. when i reported osarach orak using the "blue balls" sexual harasment at clients to Annie of CCA she told me she didnt know about it. i explained osarch tries to conceal his worst behavior from CCA workers. On one occasion i explained to CCA director Vivianna Mathews, that osarch orak is aggressive and frightening to us. she told me just keep calling the police, but she didnt seem to understand that the police are not always sensitive to women reporting harassment. for instance officer barry stated osarch orak saying dirty sexual things to homeless women was a matter of his "free speech" and sergeant litwin refused to interview a Lifeboat employee who threatened that i would be knifed by "60 methheads" in retaliation for reporting Lifeboat to BOLI. Litwin refused to comprehend that Lifeboat discriminating against women, and giving preferential treatment to violent males, is unfair. Litwin finally interviewed the Lifeboat client who put his hand around my throat. that Lifeboat client lied about me to police to victim-blame me and sought support of Lifeboat employees and clients to victim blame me in punishment for reporting assault. Chief of police stacy kelly, emailed me to tell me to report osarch orak regarding harassment. i told him i was content with the administrative BOLI investigation, and with reporting osarch orak harassing me to his partner erin carlsen who asked him to back off me. I reported a Lifeboat client assaulting me, but found that the police delayed investigating. i do not know why Chief Kelly allowed officer hansen to file a criminal report against me on behalf of osarch orak to retaliate against me for reporting osarch orak to BOLI, and for reporting Meals on WHeels sexual attacker to the police, but i felt that Officer Hansen's prior conflict of interest as a Police Liaison for the homeless on the board of CCA rendered his conflict of interest too severe, should Lifeboat be considered a "community partner." Chief kelly expreseed concern about VAWA violations and stated that he doubts the "DA will so anything" regarding osarch orak's plot to have me prosecuted for seeking domestic violence agency support advocating against his abuse and discrimination regarding the CCA-issued Lifeboat clothing voucher.
