Please provide examples of discriminatory treatment. | on March 9th, 2023 i was told by a Harbor worker that Lifeboat was a "community partner" in defense of my question why the Harbor would not stand up to long-standing reports that Lifeboat director sexually harassed his clients and discriminated against them for reporting sexual assault. i signed a waiver, so that Harbor could help me call Lifeboat and advocqte for my clothing voucher for Lifeboat granted by CCA could be fulfilled. the Harbor advocate announced that i was present on the line, and that she was seeking support for me to receive my voucher. when osarch orak became very sinister and extreme in his stance of aggression towards me, slandering me to the advocate, she continued to urge a path of moderation and return to services. The worker attempted to get Lifeboat director to stop discriminating against me, urging osarch orak, that there should be a way for me to return to services, and against osarch orak's permanent discrimination against me. osarch orak became abusive, stating that he was retaliating against me for filing so many reports. he falsely alleged that he had cause to press charges on me, regarding a conspiracy plot he concocted to persecute me and harass me. this was a very defamatory and threatening thing to tell the domestic violence worker, and a threat issued to deter me from reporting his sexual harassment to clients and bullying and discrimination. he then went so far as to call me "predatory" a slur on me to punish me for reporting a Lifeboat client who is much bigger than me, putting his hand around my throat. osarch orak was also mad at me for reporting his Lifeboat client Cory Quint nonconsensually putting his hand around my throat. i repeatedly sought resources from The Harbor about this traumatic experience of the Lifeboat client putting his hand around my throat, and i realize they practiced disinterest and discouragement from reporting abuse associated with this incident. i thought it was due to loss of confidence in the judges and the police, but i also realize now Lifeboat's pattern of harassing women into staying silent about abuse promotes a culture of retaliation and secrecy for "community partners" i.e. non-profits with financial incentives to legitimize each other, even up to the point of concealing wrongdoing and crimes, and even as this betrays their clients best interest. the Harbor worker explained that she did not want to jeopardize the financial relationship with the "community partner" at Lifeboat, so she was patient that it might take years for him to realize why his behavior was abusive to her clients. it to me showed an indifference to our suffering that i and other women reporting abuse and discrimination from osarch orak, were less important to The Harbor than the financial incentive to cover up osarch orak's abuse, by concealing his wrongdoing from the public. Osarch Orak had recently promoted himself in a KGW article touting that Lifeboat would deliver meals to domestic violence victims at "Project Turnkey" a hotel being developed into a shelter. I was deeply alarmed as all my attempts to report osarch orak to the city, the Harbor, and CCA were falling on deaf ears, and no one was rising to the occasion of defending the poeple osarch discriminated against. alarmingly, the KGW article glamorized a Lifeboat worker "robert" aka Monky or robert vandervelde, known to be a sex offender and to expose his genitals to homeless women snd nonconcensually brandish a dildo at women in the park and beat up a transgender person---as being a part of Lifeboat meal delivery at the Project Turnkey domestic violence hotel shelter run thru a partnership at Clatsop Community Action and The Harbor. Osarch Orak is known to have stolen a disabled woman's care dog when she was on the way to the hospital and kicked a disabled woman out of lifeboat for reporting sexual assault and for disability reasons and many other instances of discrimination. i was shocked that "The Harbor" was trying to give legitimacy to this man, despite me having emails and conversation with the director jessica klein about the osarch orak asking homeless women to "suck my blue balls" for over a year. i was horrified that The Harbor was using the guise of domestic violence advocacy to put sexually harassing men in contact with domestic violence victims at the domestic violence shelter. CCA announced the contract eventually was awarded to Summit---the jail food catering company. I hope that my attention raising concerns about Osarch Orak's aggression to domestic violence victims, affected this decision. for seven months now i have faced discrimination at the Harbor, repeatedly being chewed out on the phone for trying to draw attention to the abuse by their "partner." jessica Klein stated in an email that i am welcome any-time at harbor, but other workers have caused me to face disparate treatment waiting in the hot sun in the parking lot, for a bag of food, and not feeling safe to enter the building. officer carrera told me to try to go in person. Osarh Orak sought to have me prosecuted for recording him verbally abuse me and the harbor advocate as a punishment for reporting him to BOLI. The harbor told me they did not want me to be prosecuted. i told the investigator i know that a one-party recording of a a phone call is legal in oregon. that i understand it is embarrassing to the Harbor because it shows that they know osarch orak is abusive to their clients, and that they still "partner" with him. i was told by pre-trial services to have no contact with the advocate who made the call. i have not ever sought to have any contact with her, and the prosecutor tried to make me sign an agreement to violate me rights to domestic violence services for one year, to punish me for in good faith attempting to draw attention to the plight of homeless women sho are regularly assaulted and raped and then treated horribly by Lifeboat, while The Harbor betrays them by refusing to pro-actively assure their equal and fair treatment, when they know abuse and discrimination festers. Harbor director Jessica Klein expressed dismay that the DA was trying to intimidate and coerce me as a victim of abuse from receiving Harbor services, and that she would never be a part of any such agreement, and that she was sorry i was going through this experience. my attempts to reach out to her now are fruitless, as she is on leave, but i am seeking documentation of a waiver about the recording in which i gave consent to the advocate to advocate for me on my behalf, and she gave consent to me being on the line for the call by placing it on speaker phone. i am horrified "The Harbor" will not take a stronger stance on Lifeboat harassing their workers or clients. |
