Former state inspector takes county position

When food services, tourist lodgings, public pools and spas look to Clatsop County for inspections and licensing, they find a familiar face - Hal Nauman, the same person who has conducted the inspections for the State of Oregon the past few years and now works for the county.

The 2003 Oregon Legislature required all counties to assume responsibility for environmental health services by 2006. The environmental health program is responsible for ensuring facilities in Clatsop County that provide eating, living and recreation accommodations for public use are free from communicable diseases and health hazards.

Food services covered by the program include full- and limited-service restaurants, school cafeterias, commissaries, mobile units, vending machines, warehouses and temporary restaurants. Tourist lodging includes hotels, motels, hostels, bed and breakfasts, organizational camps, campgrounds and RV parks. Other public facilities affected include public pools and spas, child day care, adult respite care, prisons and jails. Public drinking water systems for populations less than 3,300 also fall under this program.

In 2004, the state issued 492 licenses in Clatsop County, including 195 full-service restaurants, 137 tourist facilities, 74 pools and spas, 50 public drinking water systems, as well as many businesses that require licensing.

Nauman was a sanitarian with the state for nearly 20 years and was assigned on and off to Clatsop County. After advertising the new position, the county Health and Human Services hired him as its health environmental specialist Sept. 7.

Nauman earned a bachelor's degree in medical technology and microbiology from Colorado State University. After completing his hospital internship, he went to work for a county health department in northern Colorado. He has worked for Tillamook County as a sanitarian. He earned a master's degree in environmental health education from Oregon State University in Corvallis.

With the change in agency, fees for licenses are increasing slightly. The state fees were set by the Legislature and had not been adjusted for several years.
